PREFACE.

The collection of cases and readings herewith offered to the public, while devoted mainly to the organization of the administrative authorities to be found in the American system of government, it is hoped, will be found to cover the whole field of American government sufficiently to justify its use in classes devoted to government rather than to administration. It is true that no cases have been selected for the specific purpose of showing what is the organization and what are the powers of either the legislature or the courts. At the same time it is the belief of the editor that there will be found enough in the opinions set forth when supplemented by oral exposition on the part of the instructor, to give to the student a fairly accurate and comprehensive conception of the nature of the American governmental system and the methods in which the powers of government are exercised.

The editor of this collection of cases has compiled a collection of cases published separately as "Cases on the Law of Officers" and under the title of "Part II" published with the accompanying collection under the title of "Cases on Administrative Law." While "Cases on the Law of Officers" attempts to treat many subjects which are technical in character, the editor believes it may be used with profit by those studying the more general subject of government to supplement some of the points treated perhaps all too briefly in the accompanying pages, particularly if a judicious selection of the material is made.
