Explanation of Variation between Expenditure and Grant.

K. The provision for Postage was not fully expended.

L.-The cost of Chemicals, &c., was more than was anticipated.

M.-The sums provided for water-marked paper and for printing and gumming Inland Revenue
Adhesive Stamps were in excess of the requirements.

N.-The cost of obtaining copies of Poor Rates was less than the amount estimated.

O. The saving arises in consequence of establishment changes in London and Dublin.

P. The Estimate was based on the amount of expenses incurred in the preceding year, but a greatly increased sum proved to be required in carrying out the various prosecutions in respect of Excise offences during the year. In this connection it should be noted that the amount of the penalties recovered and treated as Appropriations in Aid of Vote exceeded the amount anticipated by about 7,000%.

Q.--The excess is mainly due to the payment of two special rewards of 100l. and 2001. respec-
tively, for which prior Treasury sanction was obtained.

R.--The following amounts have been charged to this Sub-Head under specific Treasury
Authority, viz.:-

T.-Twelve late Collectors and eight late Clerks to Collectors received pensions from the Land Revenues of the Crown in the year 1905-6 in connection with the collection of Quit Rents in Ireland, amounting in all to 4297. 98. 11d.

Explanation of Variation between Expenditure and Grant.

S.-A larger provision had been made in view of the increases in the establishment, but the amount was not fully expended.

T.-The amount of the Pensions lapsed through death was somewhat greater than was anticipated.

V.-Fractional variation.

W. The anticipated receipt was largely augmented by several heavy penalties recovered in respect of offences against the Excise Laws.

The Surplus of 9,3441. 3s. 3d., shown on the Account of the Vote "Inland Revenue," for the year ended 31st March 1905, has been surrendered.
