assembled beg leave to offer our humble thanks to Your Majesty for the
Gracious Speech which Your Majesty has addressed to both Houses of
Parliament:"--

Amendment proposed, at the end of the Question, to add the words,
"But humbly express our regret that, whilst five per cent. of the most
highly skilled artisans are out of employment, and the Unemployed
Workmen Act has proved inadequate to deal with distress due to lack of
employment, no mention is made in Your Majesty's Gracious Speech of
any proposals for dealing with this serious and menacing evil."
