commissioner is hereby authorized to award grants to public or private not-for-profit hospitals, health departments, associations, agencies, corporations, or other entities and in awarding such grants, shall consider factors including but not limited to, the infant and maternal mortality and morbidity rates, and the availability or accessibility of health care. The commissioner is hereby authorized to promulgate rules and regulations to implement the provisions of this program. A proposed plan for this purpose shall be submitted to the director of the budget by May fifteenth, nineteen hundred eighty-four, such plan to be subject to the approval of the director of the budget by July fifteenth, nineteen hundred eighty-four, who shall file copies with the chairmen assembly ways and .(re. $7,500,000)

No moneys shall be available for expenditure from this appropriation until a certificate of approval has been issued by the director of the budget and a copy of such certificate or any amendment thereto has been filed with the state comptroller, the chairman of the senate finance committee and the chairman of the assembly ways and means committee ..(re. $82,000)
