lion persons in the city of New York esta-
blished in accordance with chapters 496
and 497 of the laws of 1972 and the sum of
three million nine hundred eighty-eight
thousand nine hundred fifty dollars
($3,988,950), or so much thereof as may be
necessary, shall be available to finance
up
to

sixty-one percent of the cost of continuing to operate the other than court components of the emergency narcotics parts in the city of New York, established pursuant to chapter 462 of the laws of

1971
Of the amounts appropriated pursuant to

chapter 462 of the laws of 1971, the
of seven hundred fifty thousand dollars
( $750,000) shall be available for the pur-
chase of controlled substances by the Of-
fice of Special Narcotics Prosecutor in
the city of New York. Notwithstanding any
other provision of law, the moneys
received shall be deposited by the city of
New York in a separate fund and shall be
made available exclusively for the purpose
described herein, under rules or regula-
tions adopted by the comptroller of the
city of New York, who shall provide for an
accurate monthly accounting of disburse-
ments and receipts of such fund and report
such accounting the chairmen of the
senate finance committee and the assembly
ways and means committee not later than

September 30, 1985 and March 15, 1986
For the payment of state aid to localities

for the services and expenses of the major

offense police program. Notwithstanding any other provisions of law,

the director of the budget is hereby authorized to transfer to the state purposes account of the general fund for state departments and agencies such amounts as he

may deem necessary to provide for program requirements The sum of two million five hundred thousand

dollars ($2,500,000), or so much thereof as may be necessary, is hereby appropriated for the payment of state aid to localities for services and expenses for the purpose of establishing a Special Warrant Enforcement Enhancement Program (SWEEP), provided, however, that allocations pursuant to this appropriation shall not be in lieu of nor replace payments by localities for the purpose described

herein, and provided further, that such determination shall be certified by the director of the budget, upon the recommendation and approval of the commissioner of

Such sum shall be payable on the audit and warrant of the state comptroller on vouchers certified by the commissioner of the division of criminal justice services and the chief administrative officer of the municipal corporation, public authority, or state entity making requisition and purchase of such vests

to the chairmen of the senate finance and senate codes committees and to the chairmen of the assembly ways and means and assembly codes committees by December 1, 1985 and annually thereafter on the operation and effectiveness of the target crime initiative program. Such report shall include detailed information, as feasible, regarding (1) the allocation of this appropriation by county and by component; (2) the cases adjudicated pursuant

to this program, including the original charge, final disposition. sentence,

these funds to each component. Notwithstanding any other provision of law monies may not be transferred between purposes in the following sub-schedule nor between counties in

the Executive promulgated schedule for the

No monies shall be available for expenditure from this appropriation until a certificate of approval has been issued by the director of the budget and a copy of such certificate
