Of the amounts appropriated pursuant to chapter 462 of the laws of 1971, the sum of seven hundred fifty thousand dollars ($750,000) shall be available for the pur- chase of controlled substances by the Of- fice of Special Narcotics Prosecutor in the city of New York. Notwithstanding any other provision of law, the moneys SO received shall be deposited by the city of New York in a separate fund and shall be made available exclusively for the purpose described herein, under rules or regula- tions adopted by the comptroller of the city of New York, who shall provide for an accurate monthly accounting of disburse- ments and receipts of such fund and report such accounting to the chairmen of the senate finance committee and the assembly ways and means committee not later than September 30, 1985 and March 15, 1986 For the payment of state aid to localities for the services and expenses of the major offense police program. Such sum shall be paya- ble on the audit and warrant of the state comptroller on vouchers certified by the commissioner of the division of criminal justice services and the chief administra- tive officer of the municipal corporation, public authority, or state entity making requisition and purchase of such vests The commissioner of the division of criminal justice services shall report to the chairmen of the senate finance and senate codes committees and to the chairmen of the assembly ways and means and assembly codes committees by December 1. 1985 and annually thereafter on the operation and effectiveness of the target crime initia- tive program. Such report shall include detailed information, as feasible, regard- ing (1) the allocation of this appropria- tion by county and by component; (2) the cases adjudicated pursuant to this pro- gram, including the original charge, final disposition. sentence, if any the processing time; (3) the type of defense representation for each case processed un- der this program, be it Legal Aid Society, Assigned Counsel Public Defender ΟΙ Retained Counsel; (4) measures of effec- tiveness of this program in expediting the prosecution and securing a conviction of recidivists and of serious violent offend- ers; and (5) the results of a needs as- sessment of each component funded pursuant to this program with accompanying recom-
