DEPARTMENT OF HEALTH

For payment of financial assistance in accordance with the following schedule for community health programs and services pursuant to the state public health law, various titles of the federal social security act, the public health service act, the terms of various gifts and bequests, and the terms of various federal grants. The moneys hereby appropriated shall be available to reimburse department of health contractors, including but not limited to local governments, private agencies, and other public agencies, and shall be available for payment of financial assistance heretofore accrued or hereafter to accrue to these contractors.

Notwithstanding any other provision of law, the general
fund--local assistance account moneys hereby appropri-
ated shall be apportioned in accordance with regulations
promulgated by the commissioner of health, and approved
by the director of the budget.
Notwithstanding

any other provision of law, payments made from the general fund--local assistance account for general public health services only pursuant to this appropriation shall be in accordance with a plan submitted by the department of health to the director of the budget within sixty days after enactment of this appro

director of the budget within thirty days after receipt
thereof, who shall file copies thereof with the chairmen
of the senate finance and assembly ways and means
committees.
Notwithstanding any other provision of law, the amounts
appropriated to any item within the general fund--local
assistance account in the schedule below, may be in-
creased or decreased through interchange with any other
item in the general fund--local assistance account in
the schedule below, with the approval of the director of
the budget, who shall file copies thereof with the state
comptroller and with the chairmen of the senate finance
and assembly ways and means committees.

Notwithstanding any provision of law to the contrary, the
commissioner may utilize portions of the monies for the
several preventive health programs, both state and fed-
erally supported, appropriated herein, for the purpose
of awarding one or more contracts to health care provid-
ers in areas of the state with high mortality and morb-
idity rates and limited availability of preventive
health care, for the purpose of testing the feasibility
of
delivering preventive health services in a coordi-
nated, integrated manner.

Local Assistance Account

State aid to municipalities for the opera-
tion of local health departments and for
the provision of general public health
services pursuant to article 6 of the pu-
blic health law for activities under the
jurisdiction of the state commissioner of
health
State grants to urban area municipalities to
support non-hospital based free-standing
or local health department operated gen-
eral medical clinics, pursuant to article
2 of the public health law. Such grants
shall be allocated in accordance with reg-
ulations promulgated by the commissioner
of health and shall be in such a manner as

For services and expenses for a school health program pursuant to chapter 198 of the laws of 1978. The commissioner of health is hereby authorized to waive any provisions of the public health law and regulations to enter into contracts with article 28 facilities, to provide funds, and to issue appropriate operating certificates in order to establish, support and conduct projects to provide improved and expanded school health services for preschool and school age children

For services and expenses of a genetic disease screening program
