For expenditures related to federal grants beginning October first, nineteen hundred eighty-five and ending September thirtieth, nineteen hundred eighty-six, in accordance with the following:

For services and expenses, including payments to public and private agencies and individuals for the low income home energy assistance program provided provided pursuant to the low income energy assistance act of 1981. Pursuant to provisions of the federal omnibus budget reconciliation act of 1981 and with the approval of the director of the budget, of the amount appropriated herein, up to ten percent of New York state's federal allocation may be made available to public and private agencies for expenditures incurred in the operation of other federal block grant programs

Notwithstanding any inconsistent provisions of law, the moneys hereby appropriated shall be be apportioned among the social services districts subject to the approval of the director of the budget Supportive social services without regard to federal financial participation, as follows: fifty percent reimbursement to local social services districts for protective services (adults), protective services (children), and seventy-five percent reimbursement to local social services districts for adoption services, fifty percent reimbursement to local social services districts for non-title IV-e eligible foster care administrative costs (children), and one hundred percent reimbursement to local social services districts for services to persons discharged from a mental hygiene facility pursuant to paragraph (h) of subdivision 1 of section 153 of the social services law ....37,311,000 For reimbursement of mandated and optional

preventive services provided pursuant to section 409-b of the social services law. Of the amount appropriated for reimbursement of preventive services, up to five. hundred thousand dollars ($500,000) shall be available for reimbursement of optional preventive services ....

For services and expenses of the department of social services or its contractors related to the development and implementation of educational, family planning and pre-post-natal services programs to assist teenagers and their families. The commissioner shall receive and may select proposals for such programs, subject to the availability of funds and with the approval of the director of the budget. Subject to the approval of the director of the budget, any federal funds applicable to expenditures made as a result of this appropriation may be made to the department or its contractors. None of the funds appropriated herein may be used for contracts with other state agencies with the exception of a contract with the state education department for a family life skills program. Notwithstanding any other

provisions of law, funds hereby made
available may not be expended for abortion
or abortion counseling. Of the amount ap-
propriated herein, up to two hundred
thirty-five thousand dollars ($235,000)
may be transferred to the general fund-
state purposes account for the administra-
tion of this program

For services and expenses to administer and
implement contracts for demonstration pro-
grams for supportive services to victims
of domestic violence. The commissioner
shall receive and may select with the ap-
proval of the director of the budget,
proposals for such programs. Selection
shall be based upon program quality, ad-
ministrative and financial viability and
potential transferability to other juris-
dictions and settings. The New York state
commissioner of social services shall not
approve any proposal that does not include
a letter of support from the local social
services commissioner or chief executive
of the district stating the need for such
service, approval of the proposal and
sponsors, and intention of integrating
such service into customary social ser-
vices funding should the service prove
successful. Α11 such funds shall be
available upon approval of the director of
the budget. Subject to the approval of the
director of the budget, any federal funds
applicable to expenditures made as a
result of this appropriation may
be made
available to the department or its
contractors. Of the amount appropriated
herein, up to one hundred seventy-five
thousand dollars ($175,000) may be trans-
ferred to the general fund-state purposes
account for the administration of this
program

For services and expenses to administer and
implement contracts for start-up of commu-
nity based foster care and preventive ser-
vices programs for children. The commis-
sioner shall receive and may select, with
the approval of the director of the
budget, proposals for such programs.
Selection shall be based on program
quality and administrative and financial
viability. The commissioner of social ser-
vices shall prepare an evaluation report
on the projects herein funded, to include
but not necessarily be limited to, a

description of the goals of the program, the services provided, the clients served, the long term viability of the projects, the extent to which the preventive program obviated foster care placement and the extent to which individual projects achieved the goals of the program. All such funds shall be available upon approval of the director of the budget. Subject to the approval of the director of the budget, any federal funds applicable to expenditures made as a result of this appropriation may be made available to the department or its contractors. Of the amount appropriated herein, up to one hundred thousand dollars ($100,000) may be transferred to the general fund-state purposes account for the administration of this program

For services and expenses of settlement houses. For purposes of this appropriation, settlement house shall mean an organization which provides a comprehensive array of services to residents of a community for purposes of preserving the family unit and enhancing community cohesiveness
