Mr. Bain's Report.

Report on the Inspection of Mines and Quarries under the Coal Mines Regulation Acts, Metalliferous Mines Regulation Acts, and the Quarries Act, in the Durham District, for the year ending 31st December, 1906.-By R. Donald Bain.

Durham, 21st March, 1907.

I HAVE the honour to transmit my report on the working of the Coal Mines Acts, Metalliferous Mines Acts, and Quarries Act, for the Durham (No. 4) District, comprising the southern portion of the county of Durham, Westmorland, and the North Riding of Yorkshire, for the year ended 31st December 1906.

With few exceptions all the coal mines in the District were inspected during the year and many of the more important ones on several occasions. The fatal and many of the non-fatal accidents were inquired into as well as a large number of cases which on investigation were found not to come within the provisions of the Mines Acts.

On the retirement of Mr. John Plummer, which took place last year, you transferred Mr. H. Walker, who had been an Assistant for four years in the Southern District, to take his place. He entered upon his duties on the 6th February, and I have pleasure in putting on record my appreciation of his ever ready co-operation and the ability with which he has carried out his duties.

In July you were pleased to promote Mr. H. Johnstone, who has been with me about one-and-a-half years, to the charge of the Staffordshire District. He left on 20th July, and sometime after you transferred Mr. J. M. Carey, who was acting as Assistant Inspector in the East Scotland District, to fill his place. He took up the appointment on December 1st and has rendered me valuable assistance.

The number of inspections made was 456, of which 319 were underground, and 134 visits were paid to quarries. The scenes of the fatal and many of the non-fatal accidents were visited, and general inspection of the mines were made as opportunity occurred, in addition to the inspections of the workings which were made on the occasion of enquiring into a fatal or non-fatal accident. Inquests were attended, complaints enquired into, and a vast amount of correspondence on a great variety of subjects was dealt with.
