21. Whosoever attempts to commit or aids or abets in the commission of any offence against this proclamation may be dealt with in the same way, and shall be liable in the same penalty, as if he were charged with the actual offence.

22. It shall be lawful for the High Commissioner to make such rules as he may consider expedient for the landing, storage, withdrawal, conveyance or dealing in of any firearms or ammunition conveyed into the Protectorate, and generally with respect to private warehouses, and from time to time to alter, amend or vary such rules. All such rules shall have the force of law and any person contravening the same shall on conviction before any Court be liable for every offence to a penalty not exceeding five pounds or to imprisonment for a period not exceeding one month.

21. Quiconque tentera de contrevenir ou aidera ou excitera à commettre une infraction à la présente proclamation sera passible de la même peine que s'il avait réellement commis l'infraction.

22. Le Haut Commissaire pourra édicter tels règlements qu'il jugera convenables pour le débarquement, l'emmagasinage, le retrait, le transport ou la vente de toutes armes à feu ou munitions convoyées dans le Protectorat et, en général, en ce qui concerne les entrepôts privés; il pourra, le cas échéant, changer, amender ou modifier lesdits règlements. Ceux-ci auront force de loi et quiconque y contreviendra sera poursuivi devant une Cour provinciale et passible d'une amende qui n'excédera pas cinq livres et d'un emprisonnement d'un mois au maximum.
