Those desiring to correspond with any Consul can do so by addressing "The United States Consulate" at the point named. Letters thus addressed must be delivered to the proper person. It must be understood, however, that it is not the duty of Consuls to devote their time to private business, and that all such letters may properly be treated as personal, and any labor involved may be subject to charge therefor.
