ADVERTISEMENT. MOST of the papers, here presented to the political reader, were published, at different times, in America, by order of the Government, and the Congress, of the United States. It is hoped, that the task of collecting these pieces of diplomacy, and forming them into one body, will not be regarded as useless: they certainly are not destitute of interest, but entitled to attention, in more than one point of view. They comprebend a space of nearly eight years, during a remarkable period of our times. To the historian of these times they will offer details, with which it may be advantageous for him to be acquainted, in delineating the events, which he has chosen for his pen. They contain observations on some important questions of the law of nations; and exhibit discussions upon subjects, on which the reflection vi ADVERTISEMENT. of the politician has, of late years, been much engaged. Of this kind are the principles of neutrality, and the rights of belligerent powers. To give to these papers an easy circulation in Europe, the editor originally designed to make the French language the vehicle of his publication, as being more generally understood than the English; which is the reason, that the summaries which are placed at the head of the several papers, and the short notes, which are interspersed, are written in that language. Other considerations induce him now to address the work more particularly to the English reader; who will not fail to appreciate it, as tending to illustrate, by the authentick documents which it furnishes, the policy of two nations, whose conduct can never be an object of indifference to Great Britain. AVANT-PROPOS. La plus grande partie des pièces officielles, contenues dans ce recueil, ont été publiées successivement en Amérique par ordre du gouvernement et du congrès des Etats-Unis de l'Amérique. Elles présentent le fil des principales négociations qui ont subsisté entre la France et les Etats-Unis de l'Amérique durant un espace de près de huit ans. Le hasard ayant fait tomber ces pièces entre les mains de l'éditeur, il a cru faire une chose utile, en les réimprimant en Europe en un seul corps d'ouvrage. Elles lui ont paru mériter d'être plus généralement connues ; car, elles sont remplies de détails curieux, qui peuvent servir d'éclaircissement à l'histoire de nos jours, et à donner des développemens précieux à plusieurs questions importantes du droit des gens. On y trouvera surtout des discussions lumineuses des principes de la neutralité, et des droits des puissances belligérantes. vi Pour garantir l'authenticité de ces actes et mémoires, l'éditeur se contente d'assurer qu'ils ont été réimprimés sur une copie exacte des originaux, avec tous les soins possibles. En suivant ce principe, il a cru devoir donner les différentes pièces officielles dans leur langue originale; et il aurait voulu ajouter la traduction française de celles qui sont écrites en anglais, s'il n'avait craint que l'ouvrage n'en devint trop volumineux. L'éditeur ne se dissimule pas qu'il en résulte un inconvénient pour ceux des lecteurs qui ne possèdent pas la langue anglaise; mais il se flatte de l'avoir réparé en quelque manière, en mettant en tête des pièces anglaises des sommaires de leur contenu; ce qui ne pourra que contribuer à faciliter l'usage de cette collection..
