To defray expenditures arisen from a special contingency, land tax, business tax, income tax, sakė tax, sugar consumption tax, soy tax, registration tax, exchange tax, shooting licence tax, mining tax, and various important duties shall be increased, and consumption tax shall be imposed on woollen textiles and kerosene oil, and civil suit stamp duty shall be increased in accordance with this law. ARTICLE 2. (*) The Tobacco Monopoly Law which came into operation on 1st July, 1904, provides: "The manufacture of tobacco shall be the monopoly of the Governinent." ARTICLE 3. Consumption Tax, shall be imposed on woollen textiles and Kerosene Oil at the follow ing rate : 1. Woollen textiles,-15/100 of the value. 2. Kerosene Oil.-sen 3.2 for each gallon. Woollen textiles above described shall all be made from woollen cloth, woollen cloth and silk mixtures, and woollen cloth and cotton mixtures, the rate to be unaffected by the quantity of wool. ARTICLE 23.-ADDITIONAL RULES. This law shall be enforced on the date promulgated. Provided that import duties shall not come into force until six months have elapsed after the promulgation of this law. TARIFF OF JAPAN.-ALTERATIONS. Exemption from duty of articles imported for the purpose of undergoing additional manufacture. Article 1-The following articles may be treated in accordance with Law No. 85 of the 33rd year of Meiji, and free of duty. 1. Articles imported for the purpose of being carved, engraved, cloisonné, or inlaid with gold or silver. 2. Porcelain and earthenware imported for the purpose of being painted and baked. 3. Tissues or woven fabrics imported for the purpose of being dyed, printed or coloured in yuzen style. 4. Tissues or woven fabrics imported for the purpose of being embroidered or hemmed. 5. Furs imported for the purpose of being tanned. Article 2.-Any person who desires to import any article mentioned in Article I shall describe in the import declaration to be presented to the Customs the purpose of importation, the sort of additional handiwork or process to be applied thereto, the name of the artist or artisan who undertakes the work, and the date of its re-exportation. Article 3-The article summitted to such additional handiwork or process must be exported from the port where it was imported. Article 4-At the time of exportation of the article submitted to such additional handiwork or process, the import permit and a certificate showing the performance of the handiwork or process, drawn up by the artist or artisan who undertook it, must be attached to the expert declaration. In the certificate as to the performance of additional handiwork or process, there shall be mentioned the name of the article, its material and quantity and the sort of additional handiwork process applied thereto.
