vessels loading or discharging in the Canal (except at Ellesmere Port) are not charged these dues when they enter and leave via Eastham Locks only. Appropriated berths with shed accommodation at the Manchester Docks are allocated on reasonable terms to lines running regular services.

Transhipment goods are hauled from alongside ship to other vessels in any part of the docks at a charge of 6d per ton (single articles over 5 tons and not exceeding 10 tons each 9d per ton), minimum charge as for I ton per truck, which does not include responsibility for loading, stowing, checking, counting, custody, or condition of goods, but the Company will accept the usual liability of carriers at the rate of 1/6 per ton (no single article to exceed 10 tons in weight), with a minimum of 2/6 per truck, but both rates are exclusive of Canal toll or charges for any labour that may be incurred in loading or unloading. A requisition on the Company's printed form for haulage must be filled up and lodged at the dock office previous to the service being required, and the rate to be charged inserted to indicate whether the goods are to be hauled or conveyed by the Company as carriers.

Pilotage. The Company are the Pilotage authority, and empowered to collect charges for pilotage on the Canal. Pilotage outside the Canal is collected by the pilots. On the Canal it is not compulsory, but when a Pilot is employed he must be the holder of a Pilotage Licence issued by the Company, and must not, without the Company's consent, claim more or less payment than the following scale: An initial rate per vessel entering or leaving loaded according to net registered tonnage, namely: 300 tons and under, 10/; 600 tons and under 20/; 1,200 tons and under 30; all over, 1,200 tons, 40/. In addition to the above, a rate of 1/ per mile or portion of a mile will be charged for the distance navigated upon the Canal, except when vessels arrive or leave in ballast, when the full initial fee and half mileage rates are chargeable, but when piloted from one point of the Canal to another, half the initial fee and the full mileage rate are charged. Extra services.-When for the convenience of the owners, a vessel on her passage up or down the Canal, calls at Partington, Acton Grange, Runcorn, Ellesmere Port, or other place, for bunkering or any other purpose, and proceeds on her journey within two hours thereafter, a charge shall be made by the pilot of 5/, but when detained for a day or part of a day, in excess of two hours, a charge of 10/ per day of 24 hours or part of a day be made for detention, commencing from the time of the berthing of the vessel, provided such charge of 10 per day does not, as a total charge, exceed one-half of the initial fee set out in No. 16 of the Company's Pilotage Bye-Laws. If a vessel is detained beyond 24 hours at any one point of call, she shall he treated as moving from point to point in the Canal. For any special services undefined herein, the charge shall be as agreed between the pilot and the ship's master at the time rendered. The master's signature on the pilot's certificate of services is accepted by the Company as binding upon the master, owner, or ship's agent to pay the charges named thereon.

Towage.-Stoppage of steamers at Partington to take in coal will not be considered as breaking the direct voyage Manchester to Eastham. Charges for Tug Assistance to Steamers and for Towage of Sailing Vessels on the Canal:-From Eastham or any point in Sections A or B direct to Section C, or vice versâ, £5; from

Eastham or any point direct to any point in Sections A or B. or vice versa, £3; from Manchester Docks direct to any point in Section C, or vice versa, also from one point to another in that Section or Latchford Locks, £3; waiting at Eastham, per tide, £2; shifting from point to point in the Manchester Docks when not detained for more than one hour, 1 10s. After first hour 10- per tug per hour will be charged. Detention, 10/- per tug per hour or part of an hour. Free Towage of Sailing Ship:Sailing vessels with cargoes for Section C are provided with one tug free of charge when proceeding direct up the Canal from Eastham to Section C of the Canal, or returning thence direct to Eastham. If a second tug is required it will be supplied at the rates given in schedule. Sailing vessels with cargoes of timber, grain, &c., destined for Manchester, which after lowering top gallant masts and/or top mast could not pass under the fixed bridges, and in consequence have to discharge below bridges, will be treated in the same manner as if they were proceeding to Manchester direct, and will be supplied with one tug free from Eastham Locks to place of discharge, and back again direct to Eastham. Sailing vessels which have gone direct to Manchester, and after discharging there proceed to Sections A or B to load within the Canal, will be charged towage as per scale, but after having loaded will he towed direct from loading berth to Eastham Locks free of charge. Sailing vessels entering the Canal light or in ballast, to load cargoes not exceeding 240 tons, 2d per net reg. ton up, and 3d per ton upon cargo loaded, down. Sailing vessels with cargoes not exceeding 240 tons, when proceeding direct from Eastham Locks to any point in Sections A or B for discharge within the Canal, or when proceeding from point to point on the Canal or Manchester Docks, will be charged 3d per ton upon the cargo, with a minimum charge as for when light; when light, 2d per net reg. ton. Detention, 10/- per hour. (1) The Company's printed form of towage requisition must be signed by the master of the vessel, and deposited either at the Dock Office, Manchester, the Company's Office at Runcorn, or at the Liverpool Call Office, 18, Chapel-street, at least twelve hours before the tug is required, and not later than 5 p.m. (2) Upon receipt of the signed towage requisition the Company will endeavour to supply towage power at the time required, but cannot guarantee to have tugs always at liberty, and will not be responsible for delay from any cause. (3) When tugs are in attendance at the time ordered and ship is not ready to proceed, a charge will be made for the time occupied in waiting if the tugs remain, or an equivalent charge if the tugs are ordered off to other employment. Conditions under which the Manchester Ship Canal Company supply tugs:-(1) The Company are not to be responsible or liable for damage or injury to any ship, vessel, or craft, or the persons or goods on board any ship, vessel, or craft of which the Company may undertake the towage or docking in the river Mersey and the Manchester Ship Canal, or which may be piloted to or from any place in the river Mersey and the Ship Canal, or for any loss sustained or liability incurred by any one by reason of such damage or injury, or for any loss or liability incurred in consequence of any such ship, vessel, or craft colliding with or otherwise damaging any other vessel or thing, or for any loss or liability of any kind whatsoever arising from the towing, docking, or piloting, whatever may be the cause

or causes of such damage, injury, loss, or liability, or under what: ever circunstances such damage, injury, loss, er liability may have happened or accrued, even though arising from or occasioned by the act, omission, incapacity, negligence, or default, whether wilful or not, of the Company's servants or agents or any other persons, or any defect, imperfection, or insufficiency of power in, or any delay, stoppage, or slackness of speed of any tug or vessel, her machinery or equipment, engaged in towing or docking any ship, vessel, or craft, whether such defect, imperfection, or insufficiency of power be in existence at the beginning of or during the said towing or docking. On using the Company's tugs for towage or assistance service, the master and crew of such tugs become the servan s of and are identified with the ship, and are under the control of the person in charge of the ship whilst the towage or assistance services are being performed.

Regulations and Rates for Loading and Discharging, payable by Shipowners.-Section 146 of the Company's 1885 Act provides that the Company shall have the exclusive right to supply all the labour required for loading and discharging vessels, and the handling of the merchandise in the Canal or Docks, and the Company may charge for such services an amount equal to the actual cost of labour, and a proportionate cost of the wages of foremen, and of office expenses and material, and in addition thereto a sum of 10 per cent, on such amounts, and also a premium to cover liability for accidents and losses of 24 per cent. Shipowners (except where the crew discharge) may take advantage of this section, providing they work in accordance with the custom of the port. Shipowners may requisition services of men at cost, plus 10 per cent., or cost, plus 12 per cent. ; but when workmen are requisitioned at cost, plus 10 per cent., such men are not under the supervision or control of the Canal Company's foreman, and in respect of such men the Canal Company accept no responsibility under the Workimen's Compensation Act, 1897. are requisitioned at cost, plus 12 per cent., to perform work When workmen under the supervision or control of a foreman belonging to the Canal Company (such foreman to be simultaneously requisitioned), the Canal Company in respect of such men and foreman accept responsibility under the Workmen's Compensation Act, 1897. As some shipowners may prefer the work to be done by the Canal Company at tonnage rates, the following schedule has been prepared, and when services are requisitioned at such tonnage rates the Canal Company, although acting as servants of the shipowners, will, in respect of their own workmen, accept the responsibility attaching to them as their employers under the Workmen's Compensation Act, 1897. The rates scheduled are subject to alteration without notice, and the Company only undertake the work on the express condition that they will not be responsible for, and no liability shall attach to the Company in consequence of any delay in loading and unloading of vessels, or for the safe custody of merchandise, or for the consequences of strikes, disputes, or lockouts of labourers or other workmen employed by the Company, or for any person acting as agent or contractor for the Company, or for damage from fire, theft, weather, deterioration, or otherwise howsoever. Work will only be commenced after a requisition for services required, together with cash deposit to cover same, have been lodged at the Dock offices

Classification of Traffic, for Purposes of Loading and Discharging only (for Rates see next page). Class 1: Ashes, barytes, bauxite, China stone, China clay, copperas, flints, granite chippings, iron ore, iron and steel billets (coastwise), macadam, marble chippings, manganese, pipe clay, pyrites, stone setts, sand or gravel and sandstone (rough lump), tinplate bars (coastwise), whiting. Class 3: Copper wire and rods, charcoal, currants and raisins (in-cases and cases), Esparto grass (in bales), fibre (in bales), hay and straw (press-packed), hides or kips (in bundles), iron sheets and plates (as in packages), ice from sailing vessel, locust beans, onions, oranges, lemons, melons, apples, and tomatoes (in small packages), oil and linseed cake, potatoes (new), paper (in packages), rags (in press-packed bales), sugar (in boxes), silk waste, starch (in boxes), seeds (not otherwise specified), turpentine, tobacco (in casks). Class 4 Bones, bran, bark,

currants, sultanas, and raisins (in small boxes), chicory, cork wood (in bundles), divi-divi, extract of dyewoods, frozen meat (as bulk), hay (unpressed bales), horns and hoofs, marble slabs (handled at owner's risk only), millboards, oil-olive, palm, sugar (in loaves), spirits and wines (in cases and casks), tea (in boxes and casks), tobacco (in cases), waste cotton (in unpressed bales). Class 5: Mixed general cargo, including machinery packed in cases, when not exceeding 25 per cent. of an entire cargo. Unpacked machinery is handled at owner's risk. The class rate will apply to any one article in Class I when forming not less than one-half of an entire cargo, also to articles in class 2 when the aggregate weight of any one description of traffic is not less than 100 tons, the balance of

the cargo to be charged as mixed genera cargo, class 5 Class 6: For traffic not otherwise specified. The services covered by the undermentioned rates are: Discharging and loading goods in full cargoes (in weights not exceeding 30 cwt.) direct to or from quay, stage along. side shed, railway wagon, cart (see clause below re carts), or barge alongside when practicable, including use of cranes when available, but steamers must provide winches and drivers if and when required. Lifts over 30 cwt. and under 5 tons, 6d per ton extra, and lifts over 5 tons and under 10 tons, 1/ per ton extra, when practicable to discharge or load by 5 or 10-ton cranes. If the 30-ton crane is used, the rates chargeable for that crane will apply. The charge for receiving mixed general goods (lifts not exceeding 30 cwt.) upon the platform or quay during the hours mentioned below is 6d per ton, not including weighing or other service except receiving from carts and stowing back in the shed. Lifts over 30 cwt. and under 10 tons, when practicable to discharge by portable steam crane, 3d per ton extra. The exact weight of every article to be lifted, if over I ton, must be marked thereon. When a loading berth has been appropriated for the use of a particular steamer, goods are received upon the platform or quay between the hours of 8 a.m. and 6 p. m.; Saturdays, 5 p.m.; and after 6 p.m. on the last night for receiving cargo, if the vessel is actually loading. In order to avoid delay shipowners are requested to give notice in writing to the dock traffic superintendent prior to the arrival of lurries or railway wagons containing goods requiring the use of heavy cranes. Traffic is only loaded to or received from carts when the company consider the work will not be delayed, and subject to the carters unslinging and stowing or slinging the goods at their own risk, or if the Company do so or assist in the service, the risk of accident to workmen, horses, or lurries, or damage to the goods shall not attach to the Company.

Discharging full cargoes overside or through bowports into water, on to quay or barge alongside, when practicable, including use of cranes when available, but steamers must provide winches and drivers when required :
