Briton Ferry. The docks, which afford 13 acres of floating and Ic acres of tidal accommodation, are at the mouth of the river Neath. They are in direct communication with Aberdare and Merthyr, the coal and iron products of which can be shipped at Briton Ferry as they are at Cardiff and Swansea. There are hydraulic cranes for discharging ballast, ore, timber, and general goods, and hydraulic tips for shipping coal.

Pilotage. District. From the outside of Neath Bar into the port and harbour of Neath, or vice versa. Rates:

The above pilotage rates are subject to an addition of one-fifth in respect of vessels not propelled by steam or towed by steam vessels. Any vessel taken to the Mumbles Road at the request of the master shall pay extra pilotage, at the rate of 3/6 for every 100 tons or part

of 100 tons reg. For conducting vessels from one station to another within the port :-Vessels under 100 tons reg. 3/; 100 and under 150 tons 3/6; 150 and under 200 tons 4/; 200 and under 250 tons 5; 250 and under 400 6/; 400 tons and upwards 8/. Neath is a Trinity outport. Pilotage compulsory, with liberal exemptions for home trade vessels. Pilot boat and hobblers' fees are included in the rates.

Towage.-Inwards, per reg. ton: Outer Buoy to Layer or Giant's Grave 24d; to Abbey Coal or Crown Copper Works 24d; to Mines Royal Copper Works 21d; to Neath 34d; Mumbles Roadstead to Giant's Grave, Abbey, or Neath by agreement. Outwards, per reg. ton: Giant's Grave or the Layer to sea or Outward Buoy 24d; Abbey Coal or Crown Copper Works to sea or Outward Buoy 3d; Abbey Pill or Mines Royal Copper Works to sea or Outward Buoy 34d; Neath to sea or Outward Buoy 34d, from Giant's Grave to Mumbles Roadstead, Abbey or Neath by agreement. Vessels that may require to be towed shorter distances, if not having been offered the steamer to tow them the whole distance from where they were laden or going to load, pay as follows:-From dock or Layer and vice versâ to Giant's Grave 14d; Abbey Coal or Crown Copper Works 14d; Abbey Pill or Mines Royal Copper Works 13d; Neath 2d. From Giant's Grave and vice versâ to Abbey Coal or Crown Copper Works 1d; Abbey Pill or Mines Royal Copper Works 1d; Neath 1d. All vessels towed to or from Swansea or Port Talbot by agreement. Steamers only assisted through the temporary channel d. No vessel to pay less than 5/6 in and 6/6 out. No steamer to pay less than 10/- barbour tow. No register tonnage to be considered under 50% of carrying capacity for towage rate. The tug to have one day of 24 hours (two tides) each month for the purpose of cleaning and repairs, this to be cumulative, that is, if not taken one month, two days may be taken the following month, and so on; 24 hours' warning of the tug's intention to stop to be given by written notice, to be placed in the pilot-house. Vessels or shippers requiring the services of the tug should engage her during the tide previous to that on which she will be required, the services to be rendered according to the order of engagement. Should the tug attend after engagement for the purpose required, her services to be paid for at half the tariff for which purpose she was engaged, though the work should not be performed. On such tides as the tug makes default outside these rules, every endeavour will be made to supply her place. The tug does not undertake to visit every part of the port each tide, her movements being guided by her engagements. Towage must be paid immediately on the completion of work by the tug to the agent or master of tug, or, if required, previous to the tow-rope being taken on board. Signals for the steamers to be two flags at the inain mast; and any vessel making such signal (the steamer in consequence proceeding to her assistance), will be liable to the tonnage for towing from the Outward Buoy to Giant's Grave. The Harbour Commissioners will not be responsible for any damage that may happen to or be occasioned by any vessel or craft while in tow of their tugs; and, in accepting the services of the tugs, the owners and masters of such vessels agree to these conditions, All laden vessels (steam and sailing) above 80 tons register are to employ a steam tug through the temporary channel.

Charges.-Dock dues on steamers and sailing vessels 2d per reg. ton, on coal and coke d per ton. Harb. dues on steamers and sailing veesels Id per reg. ton, excepting in the case of vessels loading or unloading part or whole of cargo in the river and entering the dock, or vice versa, when the charge will be 2d. per reg. ton; on coal and coke id per ton.

Charges.-Tonnage dues: Vessels arriving for loading or discharg ing cargo, 3d per reg. ton; less in weight than her reg, tonnage, only on the actual tonnage loade 1 or discharged, provided the minimum dues are not less than d. per reg. ton; vessels resorting to pier or harb. to lie up, or for shelter. 3d per ton per week or for any part of a week. Boat licences: All fishing and rowboats under 5 tons to pay a licence fee of 2 per year or any part of a year; 5 tons and upwards, including boats not registered under the Merchant Shipping Act, 6d per ton for the whole or any part of a year; strange boats entering the harbour for shelter or windbound, 1/ for any period not exceeding 30 days. Quayage, per ton: Grain, potatoes, butter, or other agricultural produce, guano, manufactured manure, timber, dressed stone, and general merchandise not otherwise specified, 3d; coal and culm, 2d; turf, manure, sand, limestone, slates, and undressed stones, Id; each horse or head of cattle, 2d; sheep or pig, d; fish, 2d in the on sale value.

The channel of the river at the entrance to the harb. is dredged from time to time to a minimum depth of about 25ft LWOST. W. The Commissioners keep a record of the direction of the wind; most dangerous are from NNE. to SSE. Rys. N.E. and N.B. Tr.-I. Ales, wines and spirits, box and bale goods, canvas, jute, hemp, clay, colonial produce and wheat, grain, provisions, glass, manufactured iron, lead, livestock, ore, stones, salt, slates, oils, tallow, skins, esparto grass, timber, &c.; E. Coals, chemicals, manures, cement, copper, manufactured iron, lead, paints, oils, tar, fire-bricks, fire-clay, &c. LV. Tyne Dock, "Aotea," 4,915 tons. No record is kept by the Commissioners of the dft of vessels entering, or of the time of tide when they entered. LV. Commissioners' Docks, "Mount Royal," 6,896 tons. There are the following docks :-The Albert Edward Dock for I. and E. traffic. Water area 24 acres, tidal basin 2 acres, tidal entrance 8oft wide, lock 350ft long and 60ft wide. Depth of water on sill at HWST. 30ft, at HWNT. 26ft, outer lock sill 6ft deeper than sill of entrance, being 21ft below LWST., so that vessels of 20ft dft. can be locked in at LW. Length of quays inside dock 2,600ft, of river wall or quay 900ft. For the accommodation of grain and general merchandise of all kinds, there is a warehouse 200ft long by 100ft broad, containing six floors, and spacious cellarage, whilst on the quays there efficient steam and hydraulic cranes for unloading and loading vessels direct to and from truck or warehouse with the greatest expedition. In the dock there is a large coal shipping staith where vessels can bunker or load outward with coal, after discharging their inward cargoes. The Northumberland Dock, containing II coal shipping staiths, situated 1,200 yards west of the Albert Edward Dock entrance, for general I. and E. traffic, is well provided with steam cranes. Water area, 55 acres; tidal basin 2 acres; tidal entrance, 70ft wide; lock, 250ft long and 52ft wide; depth of water on sills at HWST. 24ft, HWNT. 20ft. On the north side of the dock there are jetties with a wharf behind 450ft long by 100ft broad. At the Commissioners' river staiths (between Albert Edward and Northumberland Docks) the largest class of steamers and sailing vessels requiring to load coal or coke without entering the docks can take in full cargoes and proceed to sea at all times of tide. These docks and staiths are in direct communication by rail with the coalfields of Northumberland and Durham, and with all parts of the kingdom. The Docks Estate of the Commissioners includes a considerable area of storage ground for timber, deals, and other undamageable goods. Opposite Northumberland Dock there are timber ponds covering an area of 89 acres, with direct access from the river. Tyne Dock (belonging to the N.E. Ry. Co.), Manager, J. M. Hicks, is on the S. side of the river, opposite the Northumberland Dock, and in the county of Durham. Water area, dock 50 acres, tidal basin 10 acres. There are three entrances to this Dock, on the sill of one there is 32ft at ST. and 27ft at NT. Four shipping jetties with 38 spouts for coal and coke shipment; grain and other warehouses; hydraulic and steam cranes; and a direct communication with all the railway systems of the country.
