He is taken out and he, I assume, is to be carried under some other legislation? Mr. HARRIS. Yes; carried in the Post Office bill. Mr. HUSTED. Otherwise your estimate for the next year corresponds exactly with the appropriation for the current year? Mr. HARRIS. Yes, sir. The appropriation for the current year was $479,010 and for next year the estimate is $474,010, a reduction of $5,000, which is the salary of the Solicitor for the Post Office Depart ment. Mr. HUSTED. Are all of the positions provided for in this paragraph filled at this time? Mr. HARRIS. Yes, sir; although there may be some lapses in the lower grades-$900 and such as that-but there are very few, and we fill them as rapidly as we can. There are always vacancies for two or three weeks, sometimes a week and sometimes a month, until we get the men in, but the positions are substantially filled the entire year. Mr. HUSTED. You think there may be some vacancies? Mr. HARRIS. There may be at this time. Mr. HUSTED. Are all of the men assigned to the work represented by their designations in this item? Mr. HARRIS.
