CONTINENT OF AFRICA ALGERIA.* CUSTOMS AND TOLL DUTIES. REPORT BY CONSUL GRELLET, OF ALGIERS. Duties charged on goods imported into Algeria are of two sorts: II. Toll duties. I.-CUSTOMS DUTIES. The tariff enforced in the colony is that of the metropolis. Imports from France. A. French natural and manufactured products (sugar excepted) and foreign products having paid customs duties in the mother country are, when imported into Algeria, entered free. B. Goods imported from French bonded warehouses or in transit through France are considered as imported from a foreign country. C. Goods of extra-European origin imported into France through a European country are subject on their entry into Algeria to the extra taxes prescribed by the metropolitan tariff. Imports from foreign countries. D. Products imported from foreign countries are subject to the same customs duties as if imported into France. E. Foreign sugar imported into Algeria is subject to the same extra taxes as if imported into France. F. Goods produced in and imported from Tunis-south of Algeria and Morocco-by land, with the exception of oak bark (tan) from Tunis, the importation of which is prohibited, are entered free of duty. Treaties of commerce.-Treaties of commerce are only applicable to the colony when containing a formal stipulation to that effect. Products excepted.-The French tariff is not, however, enforced upon certain products. The annexed table contains a list of the same, together with the special duties charged. II.-TOLL DUTIES. Toll duties are colonial taxes totally independent of the customs duties, and only apply to certain goods, upon which they are levied when the same are imported by sea into the colony. The place of export is not taken into consideration, be it France, a French'i colony, or a foreign country.
