Master of licensed vessel of 20 tons burden, or upwards, bound from one to another district within the same great district, or between adjoining States in two great districts, or of a ves- sel of less than 20 tons, bound, &c., having on board only goods of the growth, &c., of U. S., (except distilled spirits,) or certain foreign articles in specified quantities, may proceed from place to place within the limits aforesaid, without de- livering manifest or obtaining permit, or making report or entry.....
Master of vessel of 20 tons, or upwards, bound, &c., or vessel of less than 20 tons, having on board any articles of foreign growth, &c., exceeding the prescribed quantities, &c., must nake out duplicate manifests, and make oath thereto-form; collector to certify duplicates and return one to master, with a permit for departure-form.......
