Sivu 14 - The States have their status in the Union, and they have no other legal status. If they break from this, they can only do so against law and by revolution.

A formula for instituting a combined government of these States had been promulgated; and this illegal organization, in the character of confederate States, was already invoking recognition, aid, and intervention, from foreign Powers.
