3. The Governor in Council in addition to any regulations deemed necessary to give effect to the provisions of this Act shall make all such regulations as to the rates of pay and allowances of officers and men payable out of the moneys provided under this Act as may by the Governor in Council be deemed proper.

4. The Governor in Council may, in addition to the sums now remaining unborrowed and negotiable of the loans authorized by any Act of Parliament heretofore passed, raise by way of loan, temporary or otherwise, upon such form of security and upon such terms and conditions as the Governor in Council may approve, such sum or sums of money as are required for the purpose of making any payment authorized by this Act, and the sums so raised shall form part of the Consolidated Revenue Fund of Canada.

5. The principal raised by way of loan under this Act and under The War Appropriation Act, 1914, and the interest thereon, shall be chargeable on the Consolidated Revenue Fund.

CHAP. 24.

An Act for granting to His Majesty certain sums of money for the public service of the financial years ending respectively the 31st March, 1915, and the 31st March, 1916.

[Assented to 15th April, 1915.]

MOST GRACIOUS SOVEREIGN,

WHEREAS it appears by messages from His Royal Preamble.

Prince Arthur William Patrick Albert, Duke of Connaught, Field Marshal, etc., etc., etc., Governor General of Canada, and the estimates accompanying the said messages, that the sums hereinafter mentioned are required to defray certain expenses of the public service of Canada, not otherwise provided for, for the financial years ending respectively the thirty-first day of March, one thousand nine hundred and fifteen, and the thirtyfirst day of March, one thousand nine hundred and sixteen, and for other purposes connected with the public service: May it therefore please Your Majesty that it may be enacted and be it enacted by the King's Most Excellent Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, that:

1. This Act may be cited as The Appropriation Act, Short title.

2. From and out of the Consolidated Revenue Fund $14,766,499.39 granted there may be paid and applied a sum not exceeding in for 1914-15. the whole fourteen million, seven hundred and sixty-six thousand, four hundred and ninety-nine dollars and thirtynine cents towards defraying the several charges and expenses of the public service, from the first day of April, one thousand nine hundred and fourteen, to the thirtyfirst day of March, one thousand nine hundred and fifteen, not otherwise provided for, and set forth in Schedule A to this Act.

3. From and out of the Consolidated Revenue Fund for 1915-16. there may be paid and applied a sum not exceeding in the whole one hundred and fifty-six million, four hundred and ninety-six thousand, three hundred and thirty-three dollars and seventy-three cents towards defraying the several charges and expenses of the public service, from the first day of April, one thousand nine hundred and fifteen, to the thirty-first day of March, one thousand nine hundred and sixteen, not otherwise provided for, and set forth in Schedules B and C to this Act.

4. The amounts granted by this Act for the financial year ending the thirty-first day of March, one thousand nine hundred and fifteen, for seed grain and relief other than seed grain, to settlers in the provinces of Saskatchewan and Alberta, shall not be deemed to have lapsed if not expended within the financial year for which they are granted, but may be expended in the succeeding financial year.

5. When moneys are granted for the payment of the salary of an office or clerkship in the inside or the outside division of the Civil Service for the financial year ending the thirty-first day of March, one thousand nine hundred and sixteen, and there is nothing to the contrary in the order in council or other instrument appointing or promoting any person to such office or clerkship, the appointment or promotion shall take effect from the first day of April, one thousand nine hundred and fifteen.

6. And whereas there remained on the thirty-first day of March, one thousand nine hundred and fifteen, unborrowed and negotiable, of the loans authorized by Parliament for the construction of public works and for general purposes, the following sum:

For public works and general purposes.....$78,291,206.04. Therefore it is declared and enacted, that the Governor in Council may authorize the raising of the sum above mentioned as required for the purposes aforesaid, respectively, under the provisions of the Consolidated Revenue and Audit Act, and the sum so raised shall form part of the Consolidated Fund, out of which like sums shall be applicable to the several purposes aforesaid, under the Acts and provisions thereunto relating respectively.

7. A detailed account of the sums expended under the authority of this Act shall be laid before the House of Commons of Canada during the first fifteen days of the then next session of Parliament.
