to omit from any Order which they may make all reference to that pier, and to confine the order to the proposed new pier, at the same time so restricting the rateable area as to ensure that no rates will be levied on vessels or goods which derive no benefit from the works. The proposed road is not a work which, in the opinion of the Board, comes within the meaning of the Pier and Harbour Acts.

On the above basis the Board propose to proceed with the Order.

10. MONTROSE.

The Promoters are the Montrose Harbour Trustees, who apply for powers

1. To levy new rates in substitution for those authorised by the Montrose Harbour Order, 1878.

2. To increase from time to time the proposed new rates by a maximum of one-third (instead of one-fourth as at present authorised).

3. To construct quays, wharves, &c., on the south side of the River Southesk.

4. To borrow 30,000l., inclusive of the existing debt.

5. To make additional bye laws for the regulation of the harbour.

Objections have been received on behalf of some 275 fishermen and boatowners of Montrose and the neighbourhood, chiefly on the ground that fishing boats and fresh fish have hitherto been exempt from rates and should not now be taxed.

The Board of Trade are of opinion that, provided proportionate benefits are conferred by the Trustees, there is no objection to their levying rates now merely because they have not been levied before. They have, therefore, so amended the proposed rates on fish and fishing boats as to ensure that they shall only be levied in cases where actual use is made of the wharves or other works erected by the Trustees.

They have also decided to omit the proposed powers numbered 2 and 3. Subject to the above, and certain other modifications, the Board propose to proceed with the Order.

11. MOY RIVER.

The Promoters are the Moy Navigation Commissioners, who apply for

powers

1. To construct training banks on both the eastern and western sides of the river in continuation of existing training banks.

2. To levy new rates in substitution for those authorised by the Moy Navigation Amendment Act, 1860.

3. To improve the river generally.

The estimated cost of the works is 8,000l.

Objections have been received from--

1. Mr. J. W. Malcolm, as proprietor of the Scurmore Salmon Fishery. 2. The Moy Fishery Company, who allege that the proposed works will cause damage to the Fishery.

On the subject of these objections the Board of Trade have placed themselves in communication with the Inspectors of Irish Fisheries, who have undertaken to hold an inquiry early in next month. The application is under

consideration.

12. POLPERRO.

The Promoters are the Rev. J. E. Carthew and others, who apply for

powers

1. To provide for the incorporation of the Trustees of Polperro Harbour, 15 in number, to be elected by ratepayers of Polperro who are rated to the relief of the poor in a sum of not less than 30s.

2. To vest in the Trustees the existing Harbour of Polperro.
3. To empower the Trustees-

(a.) To execute the following works:-

(i.) An extension (solid) for 63 feet in a south-westerly direction of the existing outer eastern pier or breakwater;

(ii.) A pier (solid) on the eastern shore of the harbour, commencing at a point opposite the end of the existing outer western pier, and extending 50 feet into the Harbour;

(iii.) The removal of the inner western or old pier.

(b.) To levy rates.

(c.) To borrow 3,000l.

(d.) To lease the rates.

(e.) To be a local authority under the Merchant Shipping Acts.

The estimated cost of the works is 2,660i.

No objections have been received to this application, and, subject to certain modifications, the Board propose to proceed with the Order.

13. POOLE.

The Promoters are the Corporation of Poole acting as Trustees of the quays and harbours. They apply for powers

1. To construct eight groynes, each 100 yards long, at intervals along the shore on the south-eastern side of the entrance of Poole Harbour, commencing at a point 100 yards in an easterly direction from Poole Head-road, and extending for a distance of 2,000 yards in a westerly direction to a point 300 yards east of the Haven Hotel.

2. To extend their jurisdiction to include the proposed groynes.

3. To borrow 5,000l.

4. To apply existing rates to the maintenance of the groynes.

The estimated cost of the works is 3,500/.

Objections have been received from the Poole Merchants' Association on the ground of the alleged unsatisfactory cor.stitution of the Harbour Authority, and the doubt whether the works proposed will prove beneficial to the harbour entrance, which they are designed to protect. Certain amendments have also been suggested by the Local Government Board,

The Board of Trade are unable, on the present occasion, to deal with the constitution of the Harbour Authority, inasmuch as the Parliamentary Notices did not include a proposal of this description.

The application is under consideration.

14. SEAFORD.

The Promoter is Mr. James Lee, who applies for powers -

1. To construct a pier, jetty, and landing-place (open), commencing at a point opposite the southern end of Causeway-road on the seaward side of the esplanade at Seaford, and extending thence seawards in a southwesterly direction for a distance of 200 yards.

2. To erect pavilions, &c., thereon.

3. To levy rates.

4. To lease the rates.

The estimated cost of the works is 12,000/.

No objections to this application have been received, and, with certain modifications, the Board propose to proceed with the Order.

15. WHITELINKS.

The Promoters are Mr. James Buchan and others, who apply for powers

1. To provide for the incorporation of the Whitelinks Harbour Trustees, 13 in number, as follows:

Three representatives of Inverallochy;

Three representatives of St. Combs;

One representative of Charlestown;

Three representatives of the landward part of Rathen :
Three representatives of the landward part of Lonmay.

2. To empower the Trustees

(a.) To construct the following works:

(i.) A breakwater or quay commencing at a point at or near high-water mark 388 yards east by south from the north-east co ner of Cairndenity farm buildings, in the parish of Rathen, and extending thence in an east-south-easterly direction for 182 yards, and thence in a south-easterly direction for 127 yards, thence in a south-easterly by south direction for 123 yards.

(ii.) A spur or quay at right angles to and commencing on the above-described breakwater or quay at a point distant 676 yards east-south-east from the north-east corner of Cairndenity farm buildings, and extending thence in a south-westerly direction for a distance of 34 yards.

(iii.) A breakwater or quay commencing at a point at or near high-water mark distant 560 yards south east by south from the north-east corner of Cairndenity farm buildings, extending thence in an east-north-easterly direction for 280 yards, extending thence in a north-easterly direction for a distance of 93 yards.

(iv.) A main road commencing at the east end of the village of Inverallochy at a point distant 300 vards north-west from the north-east corner of Cairndenity farm buildings, and extending the ce in a south-easterly direction across Whitelinks for a distance of 2,031 yards.

(v.) A road commencing at a point in the main road on Whitelinks distant 40 yards east from the north

corner of Cairndenity farm buildings and extending thence in a south-easterly direction for 366 yards.

(vi.) A road commencing at a point in the main road on Whitelinks, distant 540 yards south-east from the north-east corner of Cairndenity farm buildings and extending thence in an easterly direction for a distance of 100 yards.

The breakwaters or quays will be solid.

(b.) To levy rates.

(c.) To lease the rates.

(d.) To provide and license steam tugs.

(e.) To be a pilotage and local authority under the Merchant

Shipping Acts.

(f) To lease or feu superfluous lands.

(g.) To borrow 45,000l.

The estimated cost of the works is 43,000l.

No objections to the application have been received, but the Promoters pr pose to take powers to acquire a considerable extent of land above high-water

mark embracing the three villages of St. Combs, Charlestown, and Inverallochy. The Board are of opinion that such powers cannot be conferred by a Provisional Order under the General Pier and Harbour Acts, and have informed the Promoters accordingly. It has been arranged that the Order shall be confined to the actual harbour works, (i. ii. and iii.); and on this basis, and subject to certain further modifications, the Board of Trade propose to proceed with the application.

16. YARMOUTH (GREAT.

The Promoters are Mr. E. H. Perks, and others, who apply for powers—

1. To construct a pier, jetty, and landing place (open), with ai. approach road, commencing at a point on the eastern side of the existing esplanade at Great Yarmouth, opposite the centre of the eastern extremity of Trafalgar Square, and proceeding thence in an easterly direction for 500 yards.

2. To erect pavilions, &c., thereon.

3. To levy rates.

4. To lease the rates.

The estimated cost of the works is 25,000l.

Objections to the applications have been received from

(a.) The Town Council of Great Yarmouth;

(b.) The Great Yarmouth Port and Haven Commissioners.

BANGOR.

The Order proposes to extend the time for constructing the works authorised by "The Bangor Harbour Order, 1891."

DARTMOUTH.

The Orler proposes to empower the Dartmouth Harbour Commissioners to borrow 35,000l., such power to be in substitution for their existing powers, except as to the monies borrowed from the Public Works Loan Commissioners.

LITTLE HAMPTON.

The Order proposes to empower "The Littlehampton Pier Company, Limited," to construct a pier at Littlehampton, to erect pavilions, &c., thereon, and to levy rates of the usual description.

SEAFORD.

The Order proposes to empower Mr. James Lee to construct a pier at Seaford, to erect pavilions, &c., thereon, and to levy rates of the usual description.
