navigation shall leave Calabar, the exporter of such goods or his agent shall deliver to the Chief Customs Officer, or other proper officer of Customs a bill of entry for such goods with two copies in the manner provided by the Ordinance for the entry of goods for exportation and shall pay the duties (if any) and the fees (if any) chargeable thereon less any drawback allowable thereon, the entry being marked transit. The exporter shall if required by the Chief Customs Officer give security by a bond for the due exportation of such goods, such bond shall be in the form set forth in Schedule N. (5). The bill of entry and one of the copies shall be signed by the proper officer of Customs and delivered to the exporter, who shall hand the copy to the master of the vessel. The other copy shall be filed in the Customs House at Calabar. 7. Goods on board any vessel proceeding from Calabar by inland navigation to the Colony of the Cameroons, shall, if the Chief Customs Officer so directs, be sealed or otherwise secured at Calabar by the proper officer of Customs, and such seals or other fastenings shall not be removed, except by the proper officer of Customs at Abokan or Ikang, and shall be preserved intact. 8. The goods shall be so packed or stowed as to facilitate verification and the placing of seals or other fastenings on the packages or hatches or holds of the vessel. In case the placing of seals or other fastenings is impossible, the goods shall be so arranged as to prevent fraud. 9. Upon the arrival of a vessel at Abokan or Ikang having on board any goods liable upon importation into the Protectorate to duties of Customs and entitled on exportation to drawback, the master of such vessel shall deliver the copy of the bill of entry of such goods to the proper officer of Customs, who shall, after examining the seal and other fastenings on the goods or hatches or holds, state in writing upon the copy of bill or bills of entry, whether or not the goods specified therein were still on board the vessel when she left the station, and shall as soon as possible forward such bill of entry to the Chief Customs Officer at Calabar. 10. Any person entitled to receive or who has received any drawback on any goods exported by inland navigation to the Colony of the Cameroons, shall produce to the Chief Customs Officer or other proper officer of Customs at Calabar the bill of entry of such goods issued by the proper officer of the said Colony on importation of such goods and the receipt by the proper officer of Customs of the said Colony for the duties (if any) paid to the Government of the said Colony in respect of such goods, or certified copies of such bill of entries and receipts, or such other documentary evidence as will enable the proper officer of Customs at Calabar to satisfy himself as to the identity of the goods exported with the goods specified in the export entry and as to the amount of the drawback to be allowed thereon, or, if any drawback has been allowed, whether the proper amount has been allowed.
