We have the honour to present our report for the year ended 31st March, 1926.

The principal statistical tables have been maintained, and some information has been added about the number of individual persons represented by the figures of receptions into prison, (see page 9).

Some subjects discussed in previous reports have been treated more briefly this year. Where such is the case, it is to be understood that there has been no substantial change, and that we do not at present desire to add to what we have said on these matters in our last three reports.

Comment has also been suspended on some points which are under the consideration of the Young Offenders' Committee.

I. PRISON POPULATION..

It will be recollected that the extent and nature of the problem presented by the law-breaker is somewhat obscured, in the ordinary tables, by the fact that these show the numbers of receptions into prison, and that these are not necessarily the numbers of individuals received. In the local prisons, which contain most of the persons in custody (7,800 out of the daily
