COPY OF A COMMUNICATION OF THE SECRETARY OF WAR SUBMITTING SUPPLEMENTAL ESTIMATE OF APPROPRIATIONS FOR THE SERVICE OF THE WAR DEPARTMENT FOR THE FISCAL YEAR ENDING JUNE 30, 1916.

SIR: I have the honor to transmit herewith, for the consideration of Congress, copy of a communication of the Secretary of War, of the 26th instant, submitting supplemental estimates of appropriations required by the War Department for the service of the fiscal year ending June 30, 1916, for the following objects:

Armament of fortifications..

Fortifications in insular possessions..

The Secretary of War, in his communication, states that these sums are additional to the estimates submitted in the Annual Estimates for 1916, and gives reasons for the submission of the same at this time.

SIR: I have the honor to forward herewith for transmission to Congress supplemental estimates of appropriations required by the War Department for the service of the fiscal year 1916, under the following headings:

Armament of fortifications.....

Fortifications in insular possessions..

$200,000

130,000

The item of $200,000 (which is for the alteration and maintenance of seacoast matériel, and is in addition to the $300,000 requested for the same object in the regular estimates for 1916) is imperatively necessary in order to meet conditions as to range of the major-caliber guns in our seacoast fortifications laid down by a board of officers recently appointed, whose conclusions were not available at the time the regular estimates were submitted.

Of the second item ($130,000), $110,000 is necessary for seacoast guns, etc., for emplacement in a battery now under construction, while the remaining $20,000 is required for the alteration and maintenance of seacoast matériel in our insular possessions, in accordance with the conclusions of the board of officers above referred to, and is in addition to the $46,000 requested for this purpose in the regular estimates for 1916. The same reason assigned for the submission, at this time, of the item of $200,000 and the reasons for its omission from the regular estimates for 1916 apply to this item for $20,000. NOTE.-No estimate under this heading was submitted in the original estimates of this department for the fiscal year 1916.
