Sivu 1 - ... thereunder. The Secretary is authorized and empowered to prescribe regulations permitting the discharge of oil from vessels in such quantities, under such conditions, and at such times and places as in his opinion will not be deleterious to health or sea food, or a menace to navigation, or dangerous to persons or property engaged in commerce on such waters, and for the loading, handling, and unloading of oil.
Sivu 2 - Act the person so arrested shall be brought forthwith before a commissioner, judge or court of the United States for examination of the offenses alleged against him . and such commissioner, judge, or court shall proceed in respect thereto as authorized by law In case of crimes against the United States.
Sivu 1 - Be it enacted by the Senate and Haute of Representative» of the United State» of America in Congress assembled, That this act may be cited .as the "Oil pollution act, 1924.
Sivu 1 - ... guilty of a misdemeanor, and on conviction thereof shall be punished by a fine not exceeding $2,500 nor less than $500, or by imprisonment (in the case of a natural person) for not less than thirty days nor more than one year, or by both such fine and imprisonment, in the discretion of the court, one-half of said fine to be paid to the person or persons giving information which shall lead to conviction.
Sivu 1 - That, except in case of emergency imperiling life or property, or unavoidable accident, collision, or stranding, and except as otherwise permitted by regulations prescribed by the Secretary as herinafter authorized, it shall be unlawful for any person to discharge, or suffer, or permit the discharge of oil by any method, means, or manner into or upon the coastal navigable waters of the United States...
Sivu 1 - ... navigable waters of the United States from any vessel using oil as fuel for the generation of propulsion power, or any vessel carrying or having oil thereon in excess of that necessary for its lubricating requirements and such as may be required under the laws of the United States and the rules and regulations prescribed thereunder.

Sivu 1 - discharge" means any grossly negligent, or willful spilling, leaking, pumping, pouring, emitting, or emptying of oil: (4) "navigable waters of the United States" means all portions of the sea within the territorial jurisdiction of the United States, and all inland waters navigable in fact: and (5) "Secretary" means the Secretary of the Interior.
