INFORMATION AS TO COLONIAL APPOINTMENTS.

THE COLONIAL SERVICE.

Arising out of the discussions of a special Committee appointed in 1930, to consider the question of the unification of the various Colonial Governments' Services, recognition was given to a single Colonial Service. Within this Service the following unified branches have been established, and it is proposed to proceed with the unification of other branches of the Service :

(I) APPOINTMENTS WITH WHICH THE DIRECTOR OF
RECRUITMENT (COLONIAL SERVICE) DEALS.*

Applications for the following appointments should be addressed in writing to the Director of Recruitment (Colonial Service), 8, Buckingham Gate, S. W.1., from whom memoranda giving full details of these appointments may be obtained on written request. Intending applicants and others who desire to obtain general information about the history and structure of the Colonial Service are recommended to read the book entitled "The Colonial Empire and its Civil Service," by C. J. Jeffries, published in 1938 by the Cambridge University Press (price 10/6d.).

VACANCIES.

Where information is given in the following paragraphs as to the number of vacancies available annually it is based, unless otherwise stated, upon the average requirements of the four or five years prior to 1931, during which, in the case of certain classes of appointment, a considerable amount of expansion of staff took place. In consequence of the financial depression the number of vacancies available between 1931 and 1934 was very considerably reduced. During the last four years the rate of recruitment has definitely increased in certain directions; but it is not possible to say whether, when conditions have become yet more stable, it will eventually approximate to that of the years immediately preceding 1931.

COLONIAL ADMINISTRATIVE SERVICE.

The Colonial Administrative Service was constituted as a unified" Service with effect from the 1st of July, 1932.

The following paragraphs contain information regarding Administrative Appointments in East and West Africa (where most vacancies occur), Basutoland, the Bechuanaland Protectorate and Swaziland, Malaya, Hong Kong, Ceylon, Fiji and Western Pacific.

(a) QUALIFICATIONS.

A high standard of general education is essential for these appointments. Whilst a University Degree is not an absolutely indispensable qualification, the candidates selected for Administrative appointments in the last few years have nearly all been in possession of a University Degree, usually with Honours. The few exceptions have been in cases where a candidate has had some special qualifications (e.g. legal qualifications), or has acquired some special experience likely to prove of value (e.g. such experience as that of an officer of H.M's. Forces, especially one who has commanded native troops with success, and has been recommended for civil employment). There is no reason to anticipate that at future selections the standard in this respect will be any less high.

The Secretary of State for the Colonies set up a Colonial Service Appointments Beard in 1931 to make selections on his behalf for all the first appointments to the Colonial Service which are at his disposal. Selections so made are submitted to the Secretary of State for his final approval and ensuing appointments are made on his authority.
