FOREWORD Trade between the free world and Communist countries has been expanding rapidly in recent years, raising many policy questions for the United States and its allies. These questions led the Committee on Foreign Relations to initiate a general review of East-West trade. In view of the large number of laws and regulations relating to East-West trade, and the many departments and agencies with administrative responsibilities in this field, the committee decided to assemble the most pertinent materials for publication in one reference source. This compilation is the result of that decision. It is hoped the compilation will prove useful to the committee, the Senate, and all other persons concerned with issues related to East-West trade. J.
