PROVINCES OF SASKATCHEWAN AND

ALBERTA.

By a Canadian Act, 38 Vict., cap. 49, the territories formerly known as "Rupert's Land" and the North-Western Territory, were, with the exception of such portions thereof as form the Province of Manitoba and the district of Keewatin, called and known as the North-West Territories, and were created into a Government entirely separate and distinct from Manitoba. The Act was put into force by Proclamation of 7th October, 1876. The Territories were governed by a LieutenantGovernor, aided by an Executive Council.

By chapters 3 and 27 of the Acts of 1905, the two provinces of Alberta and Saskatchewan were formed out of the southern portion of the Territories, and were admitted into the Dominion as such on the 1st September, 1905. The dividing line runs North and South being meridian 110 West of Greenwich.

Saskatchewan has a total of 161,088,000 acres of which 5,323,520 are under water. It is estimated that 93,458,000 acres of its total land area of 152,304,000 acres is suitable for agriculture. A provincial land scheme is in operation whereby Crown lands are made available for homestead entry by British subjects, resident in Saskatchewan for twelve months prior to making application, upon meeting certain requirements, details of which are available on application to the Dept. of Natural Resources, Regina. While agriculture is Saskatchewan's basic industry, with wheat, oats, barley, rye, flax and corn being grown abundantly, mixed farming is becoming more and more the popular thing throughout many of the province's areas. Marked development is seen in Saskatchewan's mining and fishing industries, and an almost phenomenal progress has been recorded during the past two and three years. Coal, gold, copper, zinc, silver, sodium sulphate, refractory clays and natural gas are annually on the increase. Whitefish, trout, pike, pickerel, sturgeon and goldeye are the most important species of fish that are landed yearly. Fur trading, forestry, water-power and transportation are also important Saskatchewan industries.

The Province is traversed by seven lines of steam railway, with a total (including branch lines) of 8,791 miles of track.

The University of Saskatchewan located at Saskatoon grants degrees in arts, science, pharmacy, accounting, agriculture, law, and engineering. The summer school offers courses for degrees for teachers and courses leading to various degrees. There are also courses in biology, bacteriology, and subjects leading to degrees in medicine and dentistry. PROVINCE OF ALBERTA.

Alberta, as noted above, was created a Province by an enactment of the Parliament of Canada, taking effect September 1st, 1905, out of the territory acquired from the Hudson's Bay Company. Previously it formed part of the North-West Territories. The total area of the Province is 255,285 square miles, including about 6,485 square miles of water. The Government is vested in a Lieut.-Governor, an Executive Council, and a Legislative Assembly composed of sixty-three (63) members elected by the people, for five years. The Executive Council consists of eight Members. The seat of Government is at Edmonton. The population of Alberta increased from 73,022, in 1901, to 588,454, in 1921, to 731,605 in 1931, and to 772,745 in 1936.

Alberta has about 87 per cent. of the coal resources of the Dominion, and 21 per cent. of the coal resources of North and South America. It has some anthracite, and very large supplies of domestic, also steam and coking coal. Coal beds cover a large part of the area of the province. The production of coal mines for 1937 was 5,551,682 tons.

It has valuable fish and timber resources in the centre and north, and is noted for its game of all kinds.

The total area in field crops, 1937, was 13,408,600 acres. Of this over 11,000,000 was in grain. F

Millions of acres of free lands are open for entry, chiefly in the northern part of the province.

The dairy production in 1937 was worth $17,137,900. The province has a large outside market for surplus creamery butter.

There are 5,740 miles of steam railway in operation (Dec. 31, 1935). The Government of Alberta own, control, and operate practically all the telephone system of the Province, mileage of wire consisting of approximately 290,000 miles.

There is a University of Alberta at Edmonton. There were, in 1937, 3,827 school districts, with 5,935 classrooms and 167,950 pupils.

The Northwest Territories comprise the territories formerly known as Rupert's Land and the Northwestern Territory, except such portions thereof as form the provinces of Manitoba, Saskatchewan and Alberta and the Yukon Territory, together with all British territories and possessions in North America and all islands adjacent thereto, not included within any province, except Newfoundland and its dependencies. For administrative purposes the Territories were subdivided into the provisional districts of Mackenzie, Keewatin and Franklin by Order in Council of the 16th March, 1918. The Northwest Territories are governed by the Commissioner, the Deputy Commissioner and five councillors appointed by the Governor General in Council. The Commissioner in Council has power to make ordinances for the Government of the Territories under instructions from the Governor General in Council or the Minister of Mines and Resources, subject to any Act of Parliament of Canada applying to the Territories, respecting such matters as direct taxation to raise revenues, establishment and tenure of territorial offices, maintenance of municipal institutions, admin
