PREFACE

THIS handbook is intended to make the treaties it sets out in French and English more easily accessible, they being those which for the study of international law have most frequently to be consulted and compared. Parts I. and II. of the texts thus brought together have been for some time in type, waiting for the results of the Hague Conference of 1907. Part III., containing the Acts of this Conference, has been added as soon as possible, but as these Conventions have not yet been ratified this Part must be regarded for the present as supplementary. In respect of the translation of the first two Parts the following method has been observed. The French text has been carefully compared with the official English and American translations. The official English translation has been generally adopted, but where the American version seemed better to correspond with the original, it has been preferred; while in many cases neither version has been taken, an independent one being substituted. In Part III. the official English translation has been more closely adhered to, though some changes have been made in it. It has not been intended to write a complete commentary on these International documents, and so elaborate footnotes have been dispensed with. The object of the Introduction is to draw attention to leading points of the text and to give such information as seemed advisable. I wish to acknowledge my obligations to my friend
